Divine actions have a purpose and goal, as evidenced by common sense and authentic texts, but this does not clearly indicate that the rules follow real criteria and the necessity of the existence of benefits and harms in the object of the rule. Therefore, the issue of compliance or non-compliance has been a matter of debate for a long time. The present study is organized to answer this question: what is Fadlallah’s view on the compliance of rules with criteria? The aim of the study is to discover the possibility of reason reaching the benefits considered in the rules and the possibility of applying the discovered rule to similar cases from Fadlallah’s point of view, which is pursued with a descriptive-analytical method. Based on the findings of this study, Fadlallah accepts the compliance of rules with criteria and has discussed this issue on several occasions. The obligation to comply with rules with benefits and harms is in accordance with the theological basis of accepting the inherent goodness and ugliness of actions, and Fadlallah believes in this basis. From Fadlallah's perspective, since the Sharia rulings are circular and subject to criteria discovered by reason, wherever those criteria exist, by virtue of the principle of contiguity (whatever is ruled by reason is ruled by law), there is also a Sharia ruling that is appropriate to it, and wherever those wisdoms, interests, and corruptions do not exist, there is no Sharia ruling.
